Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Kuzma, LeTourneau, <br />Shryock, and Williams. Voting No: None. Absent: Councilmember Johns. <br />7.11: Receive Existing Market Studies for The COR <br />Mayor Strommen noted that this item and Item 7.12 go together hand in hand. <br />Community Development Director Gladhill reviewed the staff report and provided an update on <br />the existing market studies for The COR. He advised that staff is tentatively scheduling a <br />roundtable panel discussion for Thursday, October 27th and reviewed the list of proposed <br />panelists and experts that will be invited to participate in the discussion. He noted that the next <br />step would be to work with the Planning Commission to develop a framework that would go to <br />the City Council and then be opened up for comment from the general public. <br />7.12: Receive Update on COR Development Plan Analysis and Authorize Market <br />Workshop <br />Motion by Councilmember Kuzma, seconded by Councilmember Shryock, to authorize a market <br />workshop for The COR to be held on Thursday, October 27, 2016 at 6:00 p.m. <br />Further discussion: Councilmember Riley stated that for years it has been stated that this has <br />been a market driven discussion. He noted that this would be the step that will allow the City to <br />know what the market does look like right now which he believed is fantastic. <br />Councilmember Shryock stated that this is in response to questions received from residents <br />regarding activity and development in The COR and believed that this would be a great step. <br />Mayor Strommen stated that it would be helpful to have someone involved that is not directly <br />connected to the project in order to provide a "neutral" opinion and position. <br />Community Development Director Gladhill stated that the Planning Commission agreed that <br />there should be a balance between market factors and policy. <br />Mayor Strommen stated that she would also be in favor of a market view from someone not <br />directly involved with this project, who can provide their input on this project compared to the <br />overall market. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Shryock, <br />LeTourneau, Riley, and Williams. Voting No: None. Absent: Councilmember Johns. <br />7.13: Consider Platinum Properties Purchase Agreement (Portions May be Closed to the <br />Public) <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation for the Council to discuss the proposed purchase agreement in closed session. <br />He noted that the EDA and Planning Commission have discussed this item and both groups are <br />City Council / September 13, 2016 <br />Page 10 of 14 <br />
