Councilmember Riley asked how this would affect any relocation costs. <br />Asst. City Administrator/Economic Development Manager Brama stated that in the past the City <br />of Ramsey has purchased properties with active businesses and therefore has relocated those <br />businesses, which can add a significant cost to the process. He stated that in this situation the <br />building is vacant and therefore relocation costs will not be necessary. <br />Mayor Strommen asked how much of the property would be required for the current Highway 10 <br />access planning study. <br />Asst. City Administrator/Economic Development Manager Brama stated that it is the <br />understanding of staff that the full property would be needed for acquisition. He explained that <br />there would be a significant grade change that would go along with the project in that area and <br />therefore that is why the entire property would be needed rather than just a portion of the <br />property for the frontage road. <br />Mayor Strommen suggested placing a legend that makes that clear to the Metropolitan Council. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Shryock, to authorize <br />staff to finalize the application for use of Metropolitan Council Right -of -Way Acquisition Loan <br />Fund (RALF); including authorizing staff to complete the work order, not to exceed $54,500. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Shryock, <br />Kuzma, Riley, and Williams. Voting No: None. Absent: Councilmember Johns. <br />7.10: Introduce Ordinance #16-07 Amending Chapter 34 of the City Code known as the <br />Offenses and Miscellaneous Provisions Chapter by Adding Section 34-23 Predatory <br />Offender Residency Restrictions <br />Police Chief Katers reviewed the staff report and recommendation to introduce Ordinance # 16- <br />07 amending Chapter 34 of the City Code known as Offenses and Miscellaneous Provisions <br />Chapter by Adding Section 34-23 Predatory Offender Residency Restrictions. <br />Mayor Strommen stated that the City currently does not have any level three offenders living in <br />the City and therefore this is preventative in nature. She stated that this does not ensure that <br />people would be 100 percent safe but would be providing some guidelines and protection. <br />Councilmember Riley stated that this is in response to a new Court of Appeals case this past <br />April and since that time a number of other cities have passed similar ordinances and therefore <br />believed that Ramsey should do what it can to be proactive. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to introduce Ordinance <br />#16-07 Amending Chapter 34 of the City Code known as Offenses and Miscellaneous Provisions <br />Chapter by Adding Section 34-23 Predatory Offender Residency Restrictions. <br />City Council / September 13, 2016 <br />Page 9 of 14 <br />
