Councilmember Williams stated that tournaments are a great method to advertise the brand of the <br />City as thousands of families attend tournaments. <br />Motion by Councilmember Williams, seconded by Councilmember Shryock, to authorize the <br />construction of ball field improvements by Anoka Ramsey Athletic Association at Alpine Park <br />and accept their donation of an estimated value of $50,000 for the improvements, and enter into a <br />Memorandum of Understanding agreement that identifies the roles and responsibilities for the <br />project, subject to review by the City Attorney. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Williams, Shryock, Kuzma, <br />LeTourneau, and Riley. Voting No: None. Absent: Councilmember Johns. <br />7.08: Request to Approve the Advance Construction of a Proposed 2017 Capital <br />Improvement for Alpine Park <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation from the Park and Recreation Commission to consider the improvements as an <br />"advanced constructed" 2017 Parks Capital Improvement and that the CIP project be approved at <br />this time, due to economy of scale, and also to have the ball field improvements completed <br />before the spring 2017 athletic season commences. <br />Councilmember Kuzma asked if fundraising would continue with the intent that the City funds <br />would be used as a backup. <br />Parks and Assistant Public Works Superintendent Riverblood replied that the recommended <br />action would specify up to $75,000. He stated that the Anoka Ramsey Athletic Association is <br />fully committed to continuing their stellar fundraising, however he did believe that the City's <br />cost would be near $75,000. He provided an update on the CIP funding and available fund <br />balance. <br />Motion by Councilmember Kuzma, seconded by Councilmember Williams, to approve up to <br />$75,000 from the Park Trust Fund for fencing and backstop improvements for baseball fields #3 <br />and #4 at Alpine Park, subject to all expenditures being compliant with the City's Purchasing <br />Policy. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Williams, <br />LeTourneau, Riley, and Shryock. Voting No: None. Absent: Councilmember Johns. <br />7.09: Request to Approve Right -of -Way Acquisition Loan Fund (RALF) Application: <br />Case of 6401 Highway 10 <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation to authorize staff to finalize the application for use of Metropolitan Council <br />Right -of -Way Acquisition Loan Fund (RALF); including authorizing staff to complete the work <br />order, not to exceed $54,500. <br />City Council / September 13, 2016 <br />Page 8 of 14 <br />
