Councilmember Shryock echoed the comments made by Councilmember Riley and stated that <br />she is excited that this process involves public comment. <br />Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to authorize a <br />Public Comment Period and schedule a Public Hearing to amend City Code Chapter 26, Article <br />XIV. <br />Further discussion: Mayor Strommen stated that she liked that staff first obtained public <br />comment before developing this draft ordinance. She noted that as the process has been <br />developed this should be met with constructive comments rather than opposition. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, LeTourneau, <br />Kuzma, Riley, and Williams. Voting No: None. Absent: Councilmember Johns. <br />7.06: Consider Adoption of Resolution #16-09-162 Authorizing Application for Planning <br />Grant from the Metropolitan Council <br />Community Development Director Gladhill reviewed the staff report and recommendation to <br />authorize the grant application to the Metropolitan Council. <br />Mayor Strommen stated that she was very surprised at the cost of the development of the <br />Comprehensive Plan and believed that this contribution would be a great help towards that cost. <br />Councilmember Riley asked if there were any downsides to applying for this grant. <br />Community Development Director Gladhill stated that he did not see a downside to applying for <br />this grant. <br />Councilmember Riley stated that this could then be considered as turning an unfunded mandate <br />into a partially funded mandate. <br />Motion by Councilmember Riley, seconded by Councilmember Shryock, to Adopt Resolution <br />#16-09-162 Authorizing Grant Application to the Metropolitan Council. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Shryock, Kuzma, <br />LeTourneau, and Williams. Voting No: None. Absent: Councilmember Johns. <br />7.07: Request to Authorize the Construction of Ball Field Improvements by Anoka <br />Ramsey Athletic Association at Alpine Park and Accept Their Donation of an <br />Estimated Value of $50,000 for these Improvements <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report and <br />recommendation to authorize the construction of ball field improvements by Anoka Ramsey <br />Athletic Association at Alpine Park and accept their donation of an estimated value of $50,000 <br />for the improvements. <br />City Council / September 13, 2016 <br />Page 7of14 <br />
