Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Riley,
Shryock, and Williams. Voting No: None. Absent: Councilmember Johns.
6. PUBLIC HEARING
None.
7. COUNCIL BUSINESS
7.01: Receive Update of Pearson Bowers Drive Concept (Project No. 16-31a)
Mayor Strommen recused herself from the discussion as she works for the Department of Natural
Resources.
Community Development Director Gladhill reviewed the staff report and recommendation from
the Planning Commission to submit the Concept Development to the DNR as a Planned Unit
Development for official comment.
Al Pearson, 14821 Bowers Drive, stated that when this was designed with his consultant they
designed the proposed subdivision in an attempt to match the existing development in the area to
provide consistency.
Councilmember Kuzma asked if once the concept is sent to the DNR, they would then provide
approval or denial.
Community Development Director Gladhill stated that the DNR would not provide formal
approval but would provide input on whether they feel that the local ordinances of the City are
being followed. He stated that the City would be looking for affirmation from the DNR as to
whether or not they feel that this would be appropriate. He stated that there have been some
public comment opportunities and noted that the comments from the public are split 50/50, as
some are comfortable with the one -acre size lots while others would prefer two or 2.5 acre lots.
Councilmember Riley asked and received confirmation that the current regulations would require
2.5 acre lots while the new rules once adopted by the DNR would allow % acre lots, and a large
number of the existing homes on Bowers Drive are one acre as they were developed prior to the
existing rules.
Motion by Councilmember Riley, seconded by Councilmember Williams, to submit the Concept
Development as a Planned Unit Development to the DNR for Official Comment.
Motion carried. Voting Yes: Acting Mayor LeTourneau, Councilmembers Riley. Williams,
Kuzma, and Shryock. Voting No: None. Absent: Councilmember Johns.
Mayor Strommen rejoined the Council.
City Council / September 13, 2016
Page 4of14
