Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to adopt <br />Resolution #16-09-169 Adopting the "Proposed" 2017 City of Ramsey General Fund Operating <br />Budget and adopt Resolution #16-09-170 Adopting the "Proposed" 2017 City of Ramsey <br />Economic Development Authority Fund Budget. <br />Further discussion: Councilmember Shryock asked if this is different than the preliminary tax <br />levy, in that this could be increased or decreased. <br />Finance Director Lund confirmed that this amount could go higher or lower. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Kuzma, Johns, <br />Shryock, and Williams. Voting No: Councilmember Riley. <br />7.03: Consider Adoption of Ordinance #16-08 Amending Chapter 34 of the City Code <br />known as the Offenses and Miscellaneous Provisions Chapter by Adding Section 34- <br />23 Predatory Offender Residency Restrictions <br />Police Chief Katers reviewed the staff report and recommendation to adopt Ordinance #16-08 <br />amending Chapter 34 of the City Code known as the offenses and miscellaneous provisions <br />chapter by adding Section 34-23 predatory offender residency restrictions. <br />Councilmember Williams asked if any comments have been received since the previous cases <br />regarding this item. <br />Police Chief Katers replied that he has not received any feedback from the public. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to waive the City <br />Charter requirement to read the ordinance aloud and adopt Ordinance # 16-08 Amending Chapter <br />34 of the City Code known as the Offenses and Miscellaneous Provisions Chapter by Adding <br />Section 34-23 Predatory Offender Residency Restrictions. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Riley aye <br />Councilmember Shryock aye <br />Councilmember Williams aye <br />Councilmember LeTourneau aye <br />Councilmember Johns aye <br />Councilmember Kuzma aye <br />Mayor Strommen <br />Motion carried. <br />aye <br />7.04: Request to Approve Authorization of Application for Designation as a Snowmobile <br />Friendly Community <br />City Council / September 27, 2016 <br />Page 6 of 10 <br />
