City Administrator Ulrich reviewed the staff report and recommendation to approve submission <br />of an application for designation of a Snowmobile Friendly Community. <br />Councilmember Kuzma asked what would happen if the City were to become a snowmobile <br />friendly city and there was an accident from riders on the river, specifically whether the City <br />could be liable. <br />City Administrator Ulrich stated that snowmobiling is a sport where people ride at their own risk <br />but agreed that language could be included to specify that if the Council desires. <br />Councilmember Kuzma stated that he would prefer the additional language to be included. <br />Councilmember Shryock referenced the map which outlines the recreational use areas within the <br />City, noting that the river is not highlighted as a route. <br />Mayor Strommen stated that the City is not grooming or maintaining these routes, which would <br />limit the City's obligations and liability. <br />Councilmember LeTourneau stated that he is in favor of this item and appreciated the efforts of a <br />Ramsey resident and Anoka Councilmember that have been promoting this sport in the area. He <br />stated that Ramsey is a unique community as the northern portion of the City is more open while <br />the southern portion is much denser. He stated that there is a lot of ambiguity as to what is legal <br />and therefore makes it hard for the enforcement team to be consistent. He stated that perhaps <br />some housekeeping could occur to make those regulations more clear and enforceable. <br />City Administrator Ulrich agreed and noted that effort would happen with the training aspect of <br />this designation. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to approve <br />submitting an application to be designated a Snowmobile Friendly Community. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Johns, <br />Riley, Shryock, and Williams. Voting No: None. <br />7.05: Consider Adoption of Resolution #16-09-173 Approving Change Order #1 for 2016 <br />Mill and Overlay Improvements; Improvement Project #16-00 Division B <br />City Engineer Westby reviewed the staff report and recommendation to adopt Resolution # 16- <br />09-173 approving Change Order #1 for 2016 Mill and Overlay Improvements; Improvement <br />Project #16-00 Division B. <br />Councilmember Kuzma asked if the sprinkler head issues are included in this or separate from <br />this. <br />City Engineer Westby stated that this would include only curb and gutter, explaining that if there <br />are incidental items such as sprinklers that would be covered by the contractor. <br />City Council / September 27, 2016 <br />Page 7 of 10 <br />
