Councilmember LeTourneau stated that the community is growing and the roads are aging, <br />therefore the City is trying new processes in order to solve the road problem. He noted it is <br />understandable that change orders will arise during these processes and he was appreciative that <br />contingency funds were included in the bonding to allow for items of this nature. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to adopt <br />Resolution #16-09-173 Approving Change Order #1 for 2016 Mill and Overlay Improvements; <br />Improvement Project #16-00 Division B. <br />Further discussion: Councilmember Riley reiterated that he is concerned that change orders come <br />in as a result from contractors underbidding but was pleased to see that this was something the <br />City left off and did not result from that type of activity. He stated that there were thin spots in <br />the pavement which have been addressed and asked if that is a larger concern or whether that has <br />been solved. <br />City Engineer Westby stated that the concern noted was that as the milling of the existing <br />bituminous occurred, it was determined that the bituminous was less than expected in certain <br />spots. He stated that staff was not expecting that and therefore there was a bit of a concern. He <br />stated that staff intends to do pavement coring and soil borings in order to gain additional <br />information on roadways planned for future improvement in order to provide a clear picture of <br />what is needed to improve the roadway. <br />Mayor Strommen referenced the section of Sunwood Drive to the east that she believed was <br />milled and overlaid a few years prior and asked if similar findings were made. <br />City Engineer Westby confirmed that section was overlaid in 2014 and noted that staff did not <br />observe that problem in that section. <br />Councilmember Shryock echoed Councilmember LeTourneau's comments regarding how well <br />staff is responding to these issues and attempting to refine their process with a plan for <br />improvement for the future. She stated that it is great that the Council and staff are continually <br />looking for methods to improve in the future. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, <br />Riley, Shryock, and Williams.
