MEMORANDUM

TO:

Mark S. Banwart, Community Development Director

CC:

Jim Gromberg, Project Manager

FROM:

Bruce F. Bacon, Environmental Specialist

DATE: March 26, 1990

SUBJECT: Joint City Council/KAB Meeting on 3/21/90

Attendance:

Glen Hardin
Kathi Peterson
Claudia Dodge
Terry Miller
Sandra Ashley
Bruce Bacon
Sylvia Frolik
Gary Reimann
Ken Peterson
Steve DeLuca
Alan Pearson
David Hartley
David Bawden

Inu-oduction:

Mr. Miller pointed out that RDF tipping fee is now $63.00 per ton. WMI charges $37.00 per ton
plus $18.47 tax. A county variance was granted to let landfill be designated waste receiver for
Ramsey Clean-up Day because the City of Ramsey is the host community for the landfill site. The
terms of the C.U.P. were to provide free disposal to Ramsey residents on Clean-up Day.

Fee Discussion:

Mr. Hartley asked about a fee or free to accomplish goals of Clean-up Day to be a safety valve for
nuisance cases or hardship cases? Mayor Reimann asked how many used the landfill in past years.
Kathi Peterson estimated approximately 570 in 1989 and as many as 700 in 1988. Mayor Reimann
thought that fees for tires and appliances help cut down abuse. Also it was pointed out that tires
and appliances "pass through" and do not stay at the landfill. Terry Miller reiterated that 50 cents
for KAB and 50 cents for WMI for passenger car tires was a way to support the KAB budget; also
that the recycling center income would/is (?) going to KAB. Last year, $8,000 was the cost of tire
disposal (cost of appliances in 1989 $2,000.00 ) (cost of disposal taxes in 1989 $6,000.00).

Fees Set:

General discussion resulted in amended chart (see attached). Kathi Peterson said that KAB
intended to do special mailing and advertise Clean-up Day, fees and to incorporate Steve DeLuca's
suggestion that a sequence of unloading be advertised so people can stage their unloading for
recyclables, batteries and to list the (three?) chipping sites: Cross of Hope Church, City Hall and
Central Park (so far) (what about MUSA site? BFB). Sylvia said she would try to get the Ramsey
Resident out early.
