The top of the <br />inspection pipe shall be provided with a readily removable watertight cap. <br /> <br />Subd. 4 HOLDING <br /> <br />GM~RAL <br /> <br />Holding tanks may be allowed only as replacements for existing non-conforming <br />urban service area systems and only where it can conclusively be st~wn that a <br />standard or approved alternative system cannot be feasibly installed, or where <br />holding tanks can be demonstrated to be more economical than alternative <br />systems. <br /> <br />CONSTRUCTION <br /> <br />A holding tank shall be constructed of the sam~ mterials and by the s~ <br />procedures as those specified for watertight septic tarks, except that there be <br />no outlet pipe. <br /> <br />ACCESS <br /> <br />A cleanout pipe of at least six (6) inches diameter shall extend to the ground <br />surface and be provided with seals to prevent odor and to exclude insects and <br />vermin. A manhole of at least twenty (20) inches in d~mm~nsion shall extend to a <br />point within twelve (12) inches, but no closer than six (6) inches, below <br />finished grade. The manhole cover shall be covered with at least six (6) inches <br />of earth. <br /> <br />DEPTH OF ~RY <br /> <br />The tank shall be protected against flotation under high water table conditions. <br /> <br />CAPACITY <br /> <br />For a dwelling, the size shall be two thousand (2,000) gallons or four hundred <br />(400) gallons times the r~m~er of bedrooms, whichever is greatest. For <br />permanent structures other than dwellings, the capacity shall be based on <br />measured flow rates or estimated flow rates. The tank capacity shall be at <br />least five (5) times the daily flow rate. <br /> <br />LOCATION <br /> <br />Holding tanks shall be located: <br /> <br />In an area readily accessible to the pump truck under all <br />weather conditions; <br />As specified for septic tanks; <br />Where accidental spillage d~ring pumping will not create a <br />nuisance. <br /> <br />A water hinter shall be required with all holding tanks to measure the flow to <br />all pl, m~bing fixtures except the o~tside sillcocks. Readings shall be submitted <br />at least quarterly to the t~er and the council. Readings shall be used to <br />establish the amount of sewage pumped and hmuled. <br /> <br /> <br />
