Before revoking or refusing <br />to renew license, the plumbing inspector shall notify the licensee of the <br />proposed action describing the cause and stating that a hearing shall be held <br />if requested by him prior to formal action by the City Coancil. <br /> <br />Licensees shall maintain soil test data, system plans and other records and <br />informmtion as may be required by the administrator for the purpose of <br />determining compliance with this ordinance. Records relating to any system <br />installation or renovation shall be retained for a period of three years <br />following completion of that activity, and copies of the same shall be <br />transmitted to the plumbing inspector. Licensees shall make available all <br />information, files and records, and other information required to be maintained <br />to the administrator at any time on the transmission of a reasonable request <br />relating thereto, l~m?-ttauler licensees shall keep records of the location of <br />disposal of pumped septage and date of disposal. <br /> <br />150.016 MAINTMqANCE <br /> <br />150.016A MUNICIPAL ~NSIBILITIES <br /> <br />As stated in Chapter 150.015B (2), each waste disposal system shall be inspected <br />on a biennial basis. Maintenance of the system shall be rec~,~red when the <br />sludge reaches a point 12 inches below the bottom of the o~tlet baffle and/or <br />the scum reaches a point three inches above the bottom of the o~tlet baffle. <br /> <br />At the instruction of the ph~,bing inspector or hi designated representative, <br />the owner shmll pump his septic tank. S~m~-annual p,~,ping may be requied as <br />normal roatine maintenance. A certificate of pumping and a pumping permit shall <br />be required and can be obtained f~om the pl~m~ing inspector. One copy of the <br />pumping permit, containing the information specified on the p~ping form shall <br />be returned to the pl,mbing inspector and kept on file. For systems equipped <br />with a distribution and/or dosing box, the owner shall arrange for the opening <br />of the box and removal of any settled solids therein at least once a year. At <br />the time of cleaning, the plumbing inspector shall certify that scum and/or <br />sludge levels have been reduced to acceptable levels. <br /> <br />SCMM)ULIM~ AND MDTIFICATION <br /> <br />The phrasing inspector or his designated representative shall maintain a <br />detailed record of all roatine cleaning and inspections and shall notify the <br />entire City semi-annually of the need for roatine maintenance of their on-site <br />systems. <br /> <br />150.016B INDMDUALRESPONSIBILITIES <br /> <br />ACCESS <br /> <br />It shall be the duty of the owner or occupant of the property to maintain all- <br />weather access to the system and give free access to the property at reasonable <br />times for the purpose of effecting scheduled maintenance as outlined in Chapter <br />150.016A. <br /> <br />28- <br /> <br /> <br />
