Completed forms shall be dated and signed by the homeowner <br />and the inspector if other than the homeowner. <br /> <br />150.015D NON-APPROVED SYSTEMS <br /> <br />If upon inspection it is discovered that any part of the system is not <br />constructed or operating in accordance with the minimum standards of this <br />chapter, the plumbing inspector or his designat .ed r~e~.resentative shall give <br />written notification of the defects. The owner/applzcant shall be responsible <br />for the prompt elimination of all defects and no system shall be replaced or <br />placed in service until all such defects have been corrected or eliminated. If <br />such defects are not corrected, the system shall be declared a health hazard in <br />accordance with Chapter 150.018. <br /> <br />150.015E TRAINIMSAND CERTIFICATION <br /> <br />The pl~m~ing inspector or his appointed representative(s) shall participate in <br />training courses for local inspectors as they are offered by state and local <br />agencies and shall become certified. A certification program has been <br />established by the Minnesota Pollution Control Agency. <br /> <br />150.015F LICENSING <br /> <br />~b person shall engage in the b~siness of or perform for others the service of <br />soil and percolation testing and site evaluation, installing, renovating, <br />repairing, or pumping and cleaning sewage treat~nt systems within Ramsey <br />without first obtaining a license therefor. Installer licensees shall be <br />authorized to construct, install, renovate, repair, pump, clean and otherwise <br />maintain sewage treatment systems required in Chapter 150.014F and 150.015B <br />above. Pump-hauler licensees shall be authorized to pump and clean sewage <br />treatment systems. Soil scientist licensees shall be authorized to perform <br />soil and percolation tests and site evaluations. <br /> <br />A person desiring to obtain any of the licenses described in Chapter 150.015F <br />shall submit an application therefor to the administrator which describes his: <br />business and authorization to conduct such services; education, training <br />certification, registrations and experience with respect to such services; <br />number of persons employed in performing such services; and such other <br />information as maybe reasonably required by the administrator. P~ior to the <br />ism,~nce or renewal of a license, license application shall be required to <br />demonstrate aknowledge and understanding of this ordinance. The City Council <br />may refuse to issue a license to any applicant for reasons relating to the <br />above factors and for other good cause. <br /> <br />Licenses issued pursuant hereto shall be in effect for one year and shall be <br />accompanied by the payment of a license fee as established by Council <br />resolution. <br /> <br />Licenses may be revoked or refused renewal for cause including, but not limited <br />to: practice(s) or installation(s) which are in violation of any provision of <br />this ordinance or of any permit issued pursuant hereto; refusal on the part of <br />the licensee to correct defective ~rk on a sewage treatment system which is <br /> <br />- 27 - <br /> <br /> <br />
