It shall be the duty of the owner or occupant of the property to give <br />the ph~bing inspector free access to the property at reasonable t~nes for the <br />purpose of making such inspection. <br /> <br />Upon completion of the installation or renovation of an on-site system the <br />system owner or agent shall submit a description of the system as installed to <br />the plumbing inspector. The description shall include site address, location <br />and layout of the system on the site, type and design of system installed, type <br />of building served and the results of the site suitability analysis <br />(percolation tests and/or soil borings). <br /> <br />150.015B EXISTIMS SYSTEMS <br /> <br />- 26 - <br /> <br />I <br />I <br />i <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> 1. The plumbing inspector or his designated representative shall <br />develop, or cause to be developed, a program whereby existing syst~,~ are <br />inspected to determine compliance. The inspection shall be done by the plumbing <br />inspector, his designated representative or the homeowner. If the homeowner <br />does not choose to make his own inspection, then he may, by written request and <br />payment of an inspection fee as determined by City Council resolution, request <br />the plumbing inspector to make the initial inspection. The inspection shall be <br />conducted so as to cause minimum damage to the property. It shall be the duty <br />of the owner or occupant of the property to give the pl~ing inspector or his <br />designated representative free access to the property at reasonable times for <br />the purpose of making all system inspections. <br /> <br /> 2. The pl,~hing inspector, or his designated representative or the <br />homeowner shall inspect every individual waste disposal system within the City <br />of Ramsey every twenty-four (24) months to ensure contirmed compliance wzth this <br />chapter. During this routine inspection, the pl,~nhing inspector shall <br />specifically determine the need for sludge and/or scum removal from septic tanks <br />based on measurements of existing conditions. Maximum allowable levels, <br />determined as outlined in Chapter 150.015B (3). Septage st~uld be removed from <br />the tank whenever the top of the sludge layer is less than 12 inches below the <br />bottom of the outlet baffle or whenever the bottom of the scum layer is less <br />than three (3) inches above the bottom of the outlet baffle. <br /> <br /> 3. Scum can be measured with a stick to which a weighted flap has been <br />hinged or with any device which can be used to detect the bottom of the scum <br />mat. The stick is forced through the mat, the hinged flap falls into a <br />horizontal position, and the stick is raised until resistance from the bottom of <br />the scum is felt. The samm device can be used to determine the distance to the <br />septic tank outlet device. A long stick wrapped with rough absorbent m~terial <br />and lowered to the bottom will show the depth of sludge and the liquid depth. <br />The stick must be lowered in such a tank location as to avoid unrepresentative <br />readings that might be caused by interference from the scum layer. <br /> <br />150.015C APPROVED SYSTEMS <br /> <br />Upon satisfactory inspection of the system, the pl~hing inspector, his <br />designated representative or the homeowner shall prepare a sketch sh~wing the <br />dwelling unit or structure, the structure d{m~nsions, an arrow indicating which <br />direction is north, dimensions from two structure corners to the septic tank, <br />or septic tank and well.
