However, the plan
did not indicate the heights of the structures as required by the City Code.

With the possibility of Dysprosium Street being a high traffic volume MSA
street, the City may want to consider bike lanes and sidewalks. We have
discussed the funding of sidewalks and bikeways with the Minnesota Department
of Transportation (MN/DOT). Sidewalks along MSA streets are eligible for MSA
funding; however, separate bikeways are not. To provide bike lanes, the City
could construct a 44-foot wide street and mark the parking lanes for a combined
bike lane and parking lane. This concept has been used in Fridley and Columbia
Heights.

The City may also want to consider future traffic signals at County Road ll6
and Dysprosium Street, 142nd Avenue and Dysprosium Street, and at T.H. 47 and
142nd Avenue. The signals along a MSA street would be eligible for MSA
funding; however, the signals at T.H. 47 would require City participation.

If you have any questions in regard to the proposed PUD, please let us know.

Yours truly,

HAKANSON ANDERSON ASSOCIATES, INC.

PRR/jkw
CC: Zoning Members
Lloyd Schnelle, City Administrator
Bill Goodrich, ~ity Attorney
H & S Asphalt
Rick Foster, John Oliver & Associates
File: RA2:15-9

civil · municipal · planning · soils · land surveying
