~r. Raatikka then reviewed his letter of February 7, 1984 regarding the same <br />subject with the Commission. This letter brought up the following points <br />that might want to be addressed: structure height, sidewalks and bike ways, <br />traffic signals, recreation areas such as tot lots. <br /> <br />Mr. Carson stated that a majority reaction from Flintwood I residents is that <br />they do not want tot lots adjacent to their property. Consensus is that the <br />two parks planned adjacent to the PUD are sufficient. <br /> <br />Mr. Berg stated that it would not be unreasonable to consider the additional <br />right-of-way given by the developer for the MSA street as a basis for granting <br />a variance to the 1.3 acres deficiency in complying with park dedication/ <br />open space requirements. <br /> <br />Mr. Carson also pointed out that the developer is giving up 3 acres for an <br />easement on Hwy. 47. <br /> <br />Commissioner Zimmerman inquired as to the developer's reason for revising <br />the plan to cluster housing. <br /> <br />Mr. Carson replied that market research showed that the location is too far <br />from the Metro area to do a rapid development of 4's and 8's. As a result, <br />the total density has decreased from 327 to 182. Residents of Flintwood I <br />feel this plan is much more superior to the previous plan. <br /> <br />Chairman Peterson referred to Item %5 of Mr. Raatikka's letter of February 3, <br />1984 and inquired if a variance can be granted to allow for 60' wide streets <br />instead of 66'. <br /> <br />Mr. Raatikka replied that the City can set the standards for a PUD and 60' <br />is adequate. <br /> <br />Mr. Berg stated that if the PUD is approved with 60' wide streets, no variance <br />is required. If a PUD is approved, then everything in that PUD is approved <br />and requires no variance except for park fee dedication. <br /> <br />Chairman Peterson reiterated his concern for the number of driveways coming <br />out onto an MSA Street. <br /> <br />Mr. Carson explained that there will be one driveway for every four units <br />and the MSA street is wide enough to allow for an acceleration lane. <br /> <br />Mr. Rick Foster stated that the total number of driveways coming onto the MSA <br />Street (Dysposium) would be 14, that turn-arounds are provided and people will <br />not be backing onto the street. <br /> <br />Mr. Rekucki - Inquired if there is a code that will be enforced to keep those <br />common driveways clear. <br /> <br />Mr. Carson replied that the common driveways must be kept open at all times; <br />that there are separate driveways to each unit coming off the common driveway. <br /> <br />Commissioner Deemer noted that there is a section in the restrictive covenance <br />regarding ingress/egress. <br /> <br />Mr. Rekucki - Inquired as to his options, as a landlowner, in view of what is <br />happening next to his property? <br /> <br />P & Z/February 7, 1984 <br />Page 3 of 9 <br /> <br /> <br />
