Voting Yes: Chairman Peterson, Commissioners Deemer, Kennen,
Zimmerman and Hendriksen. Voting No: None.

Case %4: Request For Sketch Plan Review For Lot 2~ Block 1~ Ramsey 67 Industrial
Park Re-Subdivision~ Case Of Mr. Bradley Swenson:

City Engineer Raatikka reviewed with the Commission his letter dated February 1,
1984 to Planning and Zoning Chairman Kenneth Peterson regarding Sketch Plan
Review, Oakridge Construction.

Commission consensus is that Lot 1 was previously subdivided on the condition
that Lot 2 would not be subdivided until the street is in and no easement
was agreed to at the time of subdivision of Lot 1.

Motion by Commissioner Deemer and seconded by Chairman Peterson to table any
action on this request based on the fact that the Planning Commission cannot
conceive of creating substandard commercial/industrial lots without municipal
utilities being installed.

Further Discussion: Chairman Peterson explained to Mr. Swenson that if this
motion passes, it is recommending that Council table this request until
utilities are in; Mr. Swenson could present another sketch plan proposing 3
parcels rather than 4.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Deemer, Kennen,
Zimmerman and Hendriksen. Voting No: None.

Case #5: Proposed Amendment To The Mobile Home Ordinance:

Motion by Commissioner Hendriksen and seconded by Commissioner Kennen to recommend
amending the mobile home section of the zoning ordinance by deleting Paragraphs
four (4) and five (5) of Section 170.022 "Mobile Home Location."

Motion carried. Voting Yes: Chairman Peterson, Commissioners Deemer, Kennen,
Zimmerman and Hendriksen. Voting No: None.

Case #6: Proposed Amendment To The Subdivision Code, Chapter 170.039D,
Subparagraph 8 "V.A. and F.H.A. Plat Approval":

Mr. Berg stated that he and the City Attorney are recommending that Subparagraph
8 of Ordinance 170.039D not be deleted; if a developer comes in with a good
sound financial package, Council can grant him a variance to this portion of the
ordinance.

Motion by Commissioner Deemer and seconded by Commissioner Zimmerman to not
recommend amending Ordinance 170.039D by eliminating Subparagraph 8 which
requires V.A. and F.H.A. approval of all new plats.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Deemer, Kennen,
Zimmerman and Hendriksen. Voting-No: None.

Case #1: Recommendation To Fill Current Uacancy On The Planning And Zoning
Commission:

Motion by Commissioner Zimmerman and seconded by Commissioner Kennen to recommend
the City Council appoint Mr. Lee Johnson to fill the unexpired term of
Commissioner Kathy Schneider, which term will expire on December 31, 1986.

P & Z/February 7, 1984
