The concensus among local builders is that this trend will continue <br />into 1984 and probably improve even more. Should that be the case, along with <br />everything else, 1984 will, in all likelihood, be a very busy year. Hopefully it <br />will be more constructive than much of the time that was spent in 1983. <br /> <br />In the latter part of March, 1983, we were informed that we had to start collecting <br />Service Availability Charges (S. A. C.) at a rate of $425.00 per unit inasmuch <br />as sewer was available to the corporate limits. There were 44 residential units <br />and seven commercial/industrial units for a total of $21,675.00 of which Ramsey <br />retained $Z16.75 for administrative costs. <br /> <br />The recodification of ordinances, according to the City Attorney, is progressing. <br />The on-site septic system ordinance has been revised to better comply with State <br />standards as well as comply with the requirements of the Comprehensive Plan. <br />These revisions have been forwarded to the Metropolitan Council and the City <br />Attorney for their review, input and approval. At such time as this document <br />is adopted, we will begin steps to implement the maintenance section which <br />will require the following: <br /> <br />1) Licensing of the septic tank pumpers <br />Z) Pumping permits <br />3) System locations <br />4) Volumes pumped <br />5) Certifications of disposal <br />6) Homeowner's certification of pumping <br />7) Last known date of pumping <br /> <br />Other items of information will probably be required but this has not yet been <br />thoroughly researched. <br /> <br />As previously noted, building was considerably better than in 1982. In fact, this <br />year's totals (75) exceeded every year back to 1979 when there were about 100 <br />new housing starts.
