24. <br /> <br />25. <br /> <br />5 <br /> <br />Seneca Sludge Belt Filter Press Facilities are needed to process the <br />combined Seneca and Blue Lake sludge. This facility would not be needed <br />if Blue Lake sludge could be disposed of at the Blue Lake STP. Design is <br />scheduled for 1985 and construction in 1986. <br /> <br />Stillwater WWTP Expansion-design and construction is needed to treat the <br />combined flow from Bayport, Oak Park Heights and Stillwater. However, <br />recent information from the Bayport Comprehensive Plan states that Bayport <br />wastewater transfer to the Stillwater WWTP will not be needed until after <br />1990. The Stillwater WWTP is rated at 3.0 MGD but there are limitations <br />to the final clarifiers. Therefore some interim improvements are needed <br />and the MWCC should not evaluate this facility based on current conditions <br />and future flow data. <br /> <br />Note: All sewage treatment facilities are system-wide and interceptor <br />sewers serving sewer service areas. The descriptions above have listed <br />which sewer service areas will be served by the various sewage treatment <br />improvements, even though they are system-wide improvements. <br /> <br />FORMAT <br /> <br />To the extent presently possible, given the major uncertainties about federal <br />and state,g.rant availability, and the fact that the Council is planning on <br />major rew s~ons to the wastewater flow projections over the next several years, <br />the MWCC has complied with the content requirements of the Development <br />Program. However, there are several projects which are not consistent with <br />Development Guide and others where the description of the recon~nended action <br />and/or the design basis for plant sizing (that is, peak monthly flows versus <br />average daily flows) should be clarified. <br /> <br />The Stillwater STP expansion needs have not been adequately documented. If an <br />expansion is needed, without Bayport flow addition; such need should be better <br />described. The Bayport STP needs should show why this facility improvement is <br />needed. <br /> <br />INVESTMENT FRAMEWORK REVIEW <br /> <br />The Development Program will add $124.6 million to the amount planned for <br />capital expenditures from 1984 to 1989. An estimated $60.7 million (48.7 <br />percent) will be funded from federal and state grants and $63.9 million {51.3 <br />percent) from MWCC sources. (The Bayport WWTP phaseout and interceptor and <br />the expansion of the Stillwater WWTP are not included in these amounts.) This <br />is in addition to the capital expenditures included in the approved 1984 <br />Capital Budget of the MWCC The MWCC funded share of those improvements, <br />which, when added to the d~velopment program, totals $114.5 million. <br /> <br />The proposed costs will be funded from three MWCC sources as follows (in <br />millions of dollars): <br /> <br />Construction Fund Cash at January 1, 1984 $ 25.1 <br />Investment Income From Temporary Cash Balances <br />in the Construction Fund 5.2 <br />Proceeds of Council Bond Sales 87.0 <br /> <br />$117.3 <br /> <br /> <br />
