access. Access facilities, equipment and/or chan- <br /> nel time will be made available to the general <br /> public, any group or individual resident in City <br /> for the production and/or cablecasting of <br /> noncommercial programming free of charge on a <br /> first come, nondiscriminatory basis. <br />(b) Whenever any of the access channels is in use <br /> <br /> during 80 percent of the weekdays (Monday-Friday), <br /> for 80 percent of the time during any consecutive <br /> three hour period for six weeks running, and there <br /> is demand for use of an additional channel for the <br /> same purpose, Grantee shall then have six months <br /> in which to provide a new specially designated <br /> access channel for the same purpose at no addi- <br /> tional cost to subscribers, provided that provi- <br /> sion of such additional channel(s) shall not <br /> require the cable system to install converters. <br /> <br />(c) The rules and regulations established by the <br /> Grantee and approved by City governing the access <br /> channels shall be filed with the Board within 90 <br /> days after any such channels are put into use. <br /> <br />(d) Subscribers receiving programs on one or more spe- <br /> cial service channels without also receiving the <br /> regular subscriber services may receive only one <br /> specially designated composite access channel <br /> composed of the programming on access channels. <br /> This composite channel shall not include program- <br /> <br />18 <br /> <br /> <br />
