Subscribers <br /> receiving only alarm system services or only data <br /> transmission services for computer operated func- <br /> tions shall not be included in this requirement. <br /> (4) The Grantee shall comply, at a minimum, with the re- <br /> quirements of City and Board, now or hereafter adopted <br /> by City or Board regarding public use of its equipment, <br /> including but not limited to the following: <br /> <br /> (a) Grantee shall make readily available for public <br /> use at least minimal equipment necessary for the <br /> production of programming and playback of prere- <br /> corded programs for the specially designated non- <br /> commercial public access channel. The Grantee <br /> shall also make readily available upon need being <br /> shown, the minimum equipment necessary to make it <br /> possible to record programs at remote locations <br /> with battery operated portable equipment. <br /> (b) Need within the meaning of this paragraph shall be <br /> <br /> determined by subscriber petition. Said petitions <br /> must contain the signatures of at least 10 percent <br /> of the subscribers of System, but in no case more <br /> than 500 nor fewer than 100 signatures. <br />SECTION 6.
