Joint and Coo~erative Agree~mant <br />For the Administration of a Cable Comnunications System <br /> <br /> I. PAR]7IES <br /> <br /> The parties to this agreement are governmental units of the State of <br />Mi~nesota. This agreement is made pursuant to Minnesota Statutes Section <br />471.59, as amended. <br /> <br /> II. GENERAL PURPOSE <br /> <br /> 'I%e general purpose of this agreement is to establish an organization <br />to monitor the operation and activities of cable communications, and in par- <br />ticular, the Cable Co~munications System (System) of the parties; to provide <br />coordination of administration and enforcement of the franchises of parties for <br />their respective System; and to conduct such other activities autLorized herein <br />as may be necessary to provide equitable and reasonable rates and service levels <br />for the citizens of the parties to this agreement. <br /> <br /> III. DE!~INITION OF TER~S <br /> <br /> Section 1. For the purposes of this agreement, the terms defined in <br />this Article shall have the meanings given them. <br /> <br /> "Commission" means the Board of Directors created l~rsuant <br /> <br /> "Council" means the governing body of a me~er. <br /> <br /> "Franchise" means that cable connunications franchise <br />granted by all cities listed in Article V, Section 1. <br /> <br /> Section 5. "Grantee" means Group W Cable of the Quad Cities, Inc. <br /> <br /> <br />
