I <br /> <br />I <br />I <br />I <br /> <br />I <br />i <br /> <br />Be <br /> <br />to entering into any such service contracts with subscrib- <br />ers, and the Grantee shall make no changes in the approved <br />service contract without prior written approval of City, <br />which permission shall not be unreasonably withheld or <br />delayed. The service contract shall include, at a minimum, <br />a schedule of all applicable rates and charges, description <br />of services, instructions on the use of the system, billing <br />and collection practices. <br /> <br />The service contract shall further contain a statement as <br />follows: <br />Grantee shall not, as to rates, charges, service facil- <br />ities, rules, regulations or in any other respect, make <br />or grant any preference or advantage to any person, nor <br />subject any person to any prejudice or disadvantage, <br />provided, however, that nothing in this Franchise shall <br />be deemed to prohibit the establishment of special <br />contracts or reduced rates for senior citizens or hand- <br />icapped heads of households or for installation rate <br />reductions for 90 days after cable service is first <br />offered in an area or for such other purposes offered <br />to all individuals similarly situated or to meet com- <br />petition from other providers of telecommunications <br />services. <br /> <br />Grantee shall have authority to promulgate such rules, re- <br />gulations, terms and conditions governing the conduct of its <br />business as shall be reasonably necessary to enable Grantee <br />to exercise its rights and perform its obligations under <br /> <br />35 <br /> <br /> <br />
