19. <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />The City will concentrate its development of facilities for organized <br />athletic activities in community parks to provide suitable facilities which <br />can be developed and maintained in a cost-effective manner. <br /> <br />A component of the City's trail system should be developed to provide <br />neighborhood access to developed parks while minimizing the number <br />of major road crossings and providing a trail system separate from <br />roadways. <br /> <br />Tot lots with playground equipment shall be constructed with a clearly <br />defined and contained cushioned surface. <br /> <br />In an effort to stretch park development funds, the City should <br />aggressively pursue park development grant funds as available and other <br />alternative funding sources (e.g. tax increment financing, CDBG funds). <br /> <br />7 <br /> <br /> <br />
