boat safety, horse power limitations, and the river's capacity to handle <br />additional boats. Determining whether or not these concerns merit the <br />adoption of Water Use Regulations is beyond the scope of this project, <br />but the Environmental Quality Board, the Hennepin County Park Reserve District, <br />., Anoka County Park Board, or the Minnesota Department of Natural Resources <br />should study this issue. In the short term, better enforcement of existing <br />Department of Natural Resources regulations by the Hennepin County and <br /> <br />Anoka County Sheriff's Department should eliminate some of the more obvious <br />problems which presently exist on the river. <br /> <br />Another activity which is presently allowed on the river is sea plane take-off <br />and landings. Only a few planes are based on the river, but with increasing <br />recreational use of the river the Minnesota Department of Transportation <br />should be requested to remove the river as an approved landing and take-off <br />site. <br /> <br />HISTORIC AND CULTURAL SITES - The Minnesota State Historical Society has <br />not completed a survey of any of the CAR Co~nunities. Preliminary work which <br />has been done in the area indicates that the T.H. 52 Bridge and a home lo- <br />cated by the sewage treatment plant may be designated as a historical site. <br /> <br />TRANSPORTATION <br /> <br />INVENTORY <br /> <br />Champlin and Anoka have completed thoroughfare plans in prior planning <br />efforts, however, Ramsey has not. The purpose of a Transportation Plan <br />is to develop a road network which allows for the expedient movement of <br />people and goods from one place to another, either within or through the <br />community. The thoroughfare plan, in effect, is an implementation tool <br />for the proposed Land Use Plan because the latter determines development <br /> <br />49 <br /> <br /> <br />
