Road 12 on Goodrich, which would simply be straightening out the existing <br />roadway. Most of the improvements along U.S. Highway 52 cannot be im- <br />plemented until redevelopment occurs. In Anoka~ the east side of Ferry <br />Street has commercial development with several driveway accesses. No new <br />development should be allowed in this area or remodelling of existing <br />buildings until the present accesses are reduced in number. In Champlin, <br />the East River Road access and a gas station access could be closed, and <br />on the west side, the present access off of 52 should be closed if the <br />grocery store were to some day expand south to Dayton Road. <br /> <br />UTILITIES <br /> <br />INVENTORY <br /> <br />Champlin and Anoka both provide municipal water and sewer services. Ail <br />sewage is treated at the Anoka Treatment Plant which provides a secondary <br />level of treatment. The plant is not expected to reach capacity until <br />1985, but the Metropolitan Waste Control Commission is currently studing <br />whether or not it should be phased out. This issue is currently being <br />examined as part of the 208 Waste Water Management Plan. The alternative <br />to expanding the Anoka plant is the construction of the Champlin-Anoka- <br />Brooklyn Park interceptor (CAB). <br /> <br />Approximately the half of Champlin's Critical Area and all of Ramsey's <br />Critical Area is lacking public utilities. Neither community is aware o£ <br />any "problem areas" where people have had trouble with system failures. <br /> <br />The major drainageways in Ramsey is Trout Brook, and in Anoka the Rum River, <br />and in Champlin - Elm Creek. Both Anoka and Champlin have storm sewer <br />systems which drain into the Mississippi River. Champlin's storm sewer <br />system also includes several ponding basins. <br /> <br />There are several utility crossings, but of most concern from an aesthetic <br />standpoint is power line crossings. Northern States Power and Anoka Power <br />and Light provide services to this area (See Map)~ Of the 7 transmission <br />line crossings~ 3 are submarines, which is a submerged cable on the floor <br />of the river. Anoka Municipal Utility presently has plans for 2 more submarine <br />lines across the River. <br /> <br />58 <br /> <br /> <br />
