the necessary funding for acquisition of easements and recreational <br />improvements. The route which has been designated includes Hennepin <br />County Road 12 and Trunk Highway 169 through the City of Champlin. <br />Although it is possible to fund spurs off the designated route, it is <br />questionable whether this program will fund any park improvements which <br />are on the opposite side of the river. Mn DOT also has highway wayside <br />rest areas, such as Daytonport in Ramsey, which, because of its size and <br />location, serve a broader function than just the highway traveller, in <br />addition, the Highway Department now considers trails as part o~ the <br />transportation system, and is therefore funding bicycle trails adjacent <br />to some of their existing and proposed highways. Finally, the State has <br /> <br /> a system of wildlife areas, and parks, however, there are not any of these <br />facilities within the critical area of the CAR communities. <br /> <br />METROPOLITAN COUNCIL - The role of the Metropolitan Council performs in <br />meeting park and recreational needs is limited basically to planning. <br />Metropolitan Council is concerned with regional park needs, regional trails, <br />and special features such as undeveloped river islands. The Council is <br />responsible for prioritizing regional acquisition and improvement programs, <br />and reviews all LAWCON and SNR applications. Of particular importance to <br />the CAR communities is the Trail Policy Plan which has designated trails on <br />both sides of the Mississippi River, however, the communities are <br />responsible for determining the specific location of these trails. <br /> <br />COUNTY - Although their approach may be different, Anoka County with its <br />Park and Recreational Department and Hennepin County with its Park Reserve <br />Distri. ct, both counties administer programs which attempt to meet <br />the regional park needs. Generally, the parks which are part of the <br />regional park system are 100 acres or larger. Both counties have a program <br />similar to the state for providing bicycle trails adjacent to county roads. <br />At the present t~me, however, there are no trails in the three communities. <br />In addition to a system of trails adjacent to county roads, the Hennepin <br />County Park Re~em~e District has plans for providing a multiple use trail <br />with ~ sep~r~te right-of-way between Coon Rapids Dam Park and Elm Creek <br />Park Reserve. <br /> <br />The park classification system as shown in Table 5 was used in completing <br />a~ ~nventory of the existing park facilities. <br /> <br />41 <br /> <br /> <br />
