THE PLAN

A Park and Open Space Plan must address the need of acquiring more
public land where it is available, plus a method of making the existing
facilities more functional. The Park and Open Space Plan should identify
the desired improvements, a method for accomplishing the improvements, plus
the Governmental Agency responsible for implementation.

First, the entire responsibility for providing additional public lands
along the river should not be viewed exclusively as a County or State
responsibility. Although it is not necessary to maintain public access
or ownership of all undeveloped riverfront property, the following standards
should be applied in these areas:

Areas which, because of steep slopes, susceptibility to flooding, high
ground water ievels, etc., are not suitable for development, and
should be acquired as public open space.

Easements along the river will be required when plats are filed
with the City. Easements may constitute part of a developers
park dedication requirement. A Developer may give an easement
for property, other than that along the river as long as there
is a view of the river from the easement, or the alternate offers
some other visual amenity. Easements must maintain continuity from
one plat to the next.

Champlin, Anoka and Ramsey all have existing Comprehensive Park Plans, and
these documents have been used as a basis for this Plan. Only those park
facilities whic~ need special explainationare found in the text of the report,
with the remainder of the recommendations listed in Table 7.

43
