THE PLAN <br /> <br />A Park and Open Space Plan must address the need to acquire more public <br />land where it is available as well as a method of making the existing <br />facilities more functional. The Park and Open Space Plan should identify <br />the desired improvements, a plan for accomplishing the improvements, plus <br />the Governmental Agency responsible for implementation. <br /> <br />First, the entire responsibility for providing additional public lands <br />along the river should not be viewed exclusively as a County or State <br />responsibility. Although it is not necessary to maintain public access <br />or ownership of all undeveloped riverfront property, the following standards <br />should be applied in these areas: <br /> <br /> 1) Land which, because of steep slopes, susceptibility to flooding, <br /> high ground water levels, etc., are not suitable for development <br /> and should be acquired as public open space. <br /> <br /> 2) Easements along the river will be required when plats are filed <br /> with the City. Easements may constitute part of a developers park <br /> dedication requirement. A developer may give an easement for <br /> property, other than that along the river as long as there is a <br /> view of the river from the easement, or the alternate offers some <br /> <br /> other visual amenity. Easements must maintain continuity from <br /> one plat to-the next. <br /> <br />Champlin has an existing Comprehensive Park Plan, and the document has been <br />used as a basis for this Plan. Only those park facilities which need special <br />explanation are found in the text of the report, with the remainder of the <br /> <br />recommendations listed in Table 6. <br /> <br />-33- <br /> <br /> <br />
