Sentyrz inquired if he is allowed a temporary street until sewer and water <br />come into the area? <br /> <br />Chairman Peterson replied that Mr. Sentryz should take that issue up with Council. <br /> <br />Case #2: .Request For Preliminary Plat Approval Of R/ver's Bend; Case Of Mr. Lyle <br /> McLau~hlin and Mr. Arthtkr Raudiof Ramse~ Center Partnership: <br /> <br /> I <br /> i <br /> I <br /> I <br />!1 <br /> I <br /> I <br /> <br />Mr. McLaughlin and Mr. Rick Foster were present. <br /> <br />The Planning Commission reviewed City Engineer Rattikka's report dated April <br />26, 1984. <br /> <br />John R. Clifford - 2100 154th Avenue - Minneapolis - 55430 - Stated that he <br />owns property adjacent to River's Bend and inquired if the City is intending to <br />rezone the River's Bend property. <br /> <br />Chairman Peterson replied that the subject property is currently zoned UMB <br />and the developer is requesting a rezoning to R-1 Residential; only Mr. Raudio's <br />property will be rezoned. The current zoning UMB allows for business and <br />multiple dwellings and R-1 Residential will allow for single family residences <br />only. <br /> <br />City Engineer Raatikka referred to the plat and stated that centerline grades <br />and grading plans have not been taken care of and this should be done prior <br />to going to Council. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Zimmerman to table <br />this request for preliminary plat approval by Mr. McLaughlin and Mr. Raudio <br />until the following are provided: <br /> <br />a. Soil borings. <br />b. Proposed street centerline grades. <br />c. Grading plan and proposed method of disposing surface water. <br /> <br />Further Discussion: Mr. Foster stated that he discussed the above with Mr. <br />Raatikka and Mr. Raatikka informed him that it would be sufficient to have <br />these completed before the Council acts on the preliminary plat. Mr. Foster <br />also stated that most of the engineering items must be done to the City Engineer's <br />satisfaction anyway; Hakanson/Anderson is going to be ultimately setting the <br />grades on the roads in any project including city sewer and water. Mr. Raatikka <br />stated that he informed Mr. Foster that P&Z has requested to see grading plans <br />in the past but the City ordinance only requires that they be complete prior <br />to the Council meeting. Mr. Raatikka also noted that new soil borings will be <br />required when it is determined where the streets are going to be for sure. <br />Commissioner Deemer pointed out that preliminary plat approval is P&Z's last <br />chance to review a plat and approving a plat with deficiencies means that P&Z <br />will not get a chance to review those deficiencies after they are completed. <br />Mr. Foster stated that he would provide copies of soil borings and grading plans <br />to P&Z members when they are complete; 30 days (next P&Z meeting) is a long time <br />to hold Up the project. Mr. McLaughlin pointed out that the developer is trying <br />to get this extensive project c~pleted within the construction season. Mr. <br />Raatikka verified that Hakanson/Anderson does have final say in the grading plan <br />and it will have to meet with the City's overall drainage plan. Chairman Peterson <br />requested that Mr. Raatikka inform developers that P&Z would like to review all <br />items and that developers should not expect preliminary plat approval when <br />there are deficiencies in what was supposed to have been provided. Mr. McLaughlin <br />stated that this particular project does have several partners involved and it <br /> <br />P & Z/~y 1, 1984 <br /> <br /> <br />
