I <br />I <br />I <br />I <br />I <br />i <br /> <br />PROCEEDINGS OF THE <br />PER SON NEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A Personnel Committee meeting was held on Wednesday, May Z, 1984 at the l~amsey <br />Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota55303. <br /> <br />Members Present: Councilman Gary Reimann <br /> Councilman A1 Sorteberg <br /> <br />Also Present: City Administrator Lloyd Schnelle <br /> Building Official Clayton Berg <br /> <br />The meeting was called to order at 7:00 a.m. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />COMMITTEE BUSINESS <br /> <br />Case ~1: Utilizing of Professional Firm to Do Plan Checks on Certain <br /> <br />Commercial/Industrial Buildings: <br /> <br />It was pointed out to the Personnel Committee that with an ever-changing code, <br />we are running into problems in regards to plan checks on commercial/industrial type <br />of buildings. It was suggested that the City should authorize the Building Official <br />to utilize a professional firm when he feels it necessary. However, this would not <br />occur on the residential or smaller type of commercial/industrial buildings. <br /> <br />The Council Personnel Committee recommended that this be brought before the City <br />Council at their regular meeting of May 24, 1984. <br /> <br />Case ~2: Increase in Buildin~ Permit Fees: <br /> <br />It was suggested to the Personnel Committee that the City of Ramsey raise the building <br />permit fees from the 1970 U.B.C. to the current 198Z U.B.C. amounts. Andover, <br />Champlin and Anoka all charge current U.B.C. rates for permits. <br /> <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />The Council Personnel Committee asked that this be placed on the May 24, 1984 <br />Council agenda and that a comparison of rates between current City fees and current <br />U.B.C. rates be provided at this Council meeting. <br /> <br />Case ~3: Utilization of a Part-time Building Inspector: <br /> <br />It was requested that the building department be authorized to secure a part-time <br />building inspector on an as needed basis, as this is becoming a necessity due to <br />workload. It was also requested that Council grant the City Administrator the authority <br />to engage a part-time building inspector when necessary. <br /> <br />The Council Personnel Committee recommended that this be placed on the agenda <br />for May Z4, 1984. <br /> <br />Case ~4: Hiring of Full-time Planner: <br /> <br />The City Administrator requested that the Personnel Committee recommend to the <br />City Council the hiring of an Urban Economic Development Planner who would work <br />with the Planning and Zoning Commission and the Economic Development Commission. <br />It was further pointed out that the City Staff would interface in assisting this <br />individual.
