! <br />I <br /> <br />The extent to which Grantee has technologically <br />upgraded the System; and <br /> <br />I <br />I <br /> <br />(n) <br /> <br />(o) <br /> <br />Increased or decreased expenses incurred by Grantee <br />in the purchase of services; and <br /> <br />Such other factors as City or Grantee may deem <br /> <br />I <br />I <br />I <br /> <br />(3) <br /> <br /> relevant. <br /> <br />The procedures to be followed in changing a Basic rate <br />or charge shall include at least the following: <br /> <br />(a) Grantee shall give City and the Quad Cities Cable <br /> Communications Commission written notice of any <br /> <br />(b) <br /> <br />proposed rate increase at least ninety (90) days <br />prior to the proposed effective date of the rate <br />increase. Each rate increase shall be deemed <br />approved unless expressly disapproved by resolution <br />of Council of City according to the terms of this <br />Franchise within ninety (90) days after the notice <br />has been given as provided in this Franchise. <br /> <br />The notice shall be supported by statistical and <br /> <br />other proof indicating that the existing rate or <br />charge is inadequate and unreasonable and that the <br />proposed increases are required to enable Grantee <br />to render service to fulfill its obligations under <br />this Franchise and to derive a reasonable profit <br /> <br />(c) <br /> <br />therefrom. <br /> <br />Upon written request by City or the Quad Cities <br />Cable Communications Commission The notice shall <br /> <br />0065:3/14/84 <br /> <br />include current financial and other information <br />with at least the following: <br /> <br /> <br />
