(2) <br /> <br />The standards for reviewing a proposed rate change will <br />include at least the following: <br /> <br />! <br />i <br /> <br />(a) <br /> <br />The ability of the Grantee to render System <br />services and to derive a reasonable profit <br />therefrom under the existing rate schedule and <br /> <br />I <br />I <br />I <br /> <br />(b) <br /> <br />(c) <br /> <br />proposed rate schedule; <br /> <br />Ail revenues and profits or actual losses derived <br />from System; <br /> <br />Tax benefits and tax costs received by Grantee, its <br />partners or shareholders, as the result of their <br /> <br />(d) <br /> <br />(e) <br /> <br />(f) <br /> <br />(h) <br /> <br />investment in the System; <br /> <br />Cash flow generated by System; <br /> <br />The efficiency of Grantee; <br /> <br />The quality of the service offered by Grantee; <br /> <br />The original cost of the System, less depreciation; <br />A fair rate of return with respect to investments <br />having similar risks to that of providing cable <br />communication services; <br /> <br />(i) <br /> <br />(j) <br /> <br />(k) <br /> <br />The extent to which Grantee has adhered to the <br />terms of this Franchise; <br /> <br />Fairness to residents and subscribers; <br /> <br />Capital expenditures (actual and, if the situation <br />so warrants, projected) by Grantee in providing <br /> <br />(1) <br /> <br />updated technology and service to subscribers; <br /> <br />The extent to which Grante has then provided <br />service to schools, hospitals, libraries,.publicly <br /> <br />0065:3/14/84 <br /> <br />owned or leased buildings and similar institutions <br />within City; <br /> <br /> <br />
