,I

I
I
I
I
I
I
I
I
I

TO: Mayor and Councilmembers
FROM: City Administrator
RE: Staff Report

1) Finance - The following is submitted on this item:

a) Revenue and expenditure report and cash flow report for April 1984 - These reports
w/il now be coming to you on a regular basis since we are through with the end-of-the-year
work. Next year we should not have this problem, as we will be controlling everything
ourselves with our own computer. This will really save us man hours.

b) 1983 annual audit - This has been completed as we reported last time and now we
are having the 1983 City financial report printed up which will include the City audit report
for 1983.

c) State aid lawsuit - We (City Administrator and City Attorney) will discuss this with
Council at the Council input session at the end of the meeting.

2) Legislation - The following is hereby submitted on this item:

a) Industrial revenue bonds - There is quite a bit of verbage out on this but nothing
concrete. The way it stands right now, we could be penalized for playing it straight in
using IRB's in Ramsey. However, we won't really know until Congress finishes their action.

b) State grants - New legislation set up six million dollars to be used for industrial
expansion here in Minnesota. Consequently, we will be beating the bushes to see if any
of our industries are planning on expanding. I will discuss this further with Council at the
Council input session at the end of the meeting.

3) General - The following is submitted on this item:

a) Trott Brook Cemetary - Several months ago Council requested we get a map showing
grave sites out at Trott Brook Cemetary. Mr. Hunt provided us with a map that he had
prepared. I then had our City Engineer review it for reproduction. We found out that it
was not adequate so I had Pete prepare one. Consequently, we now have a fairly adequate
map of the cemetary. We do need to get the names of the people who are buried there
put on the map.

b) Holmes and Graven's letter stating their credentials to do consulting work - I will
have copies a,' '~ble at the meeting and will discuss it with Council at the Council input
session at the ena ,~, he meeting. (See enclosure 1 to this staff report.)

4) Summary - I will be asking for time to review other things with Council at the
Mayor/Council input session.

LGS:pjc
