During <br />Phase I we will review with the City its plans for development or redevelopment in <br />residential, commercial or industrial areas. In this phase we will ensure that the <br />plans and programs reflect the present thinking of the City. <br /> <br />1. Redevelopment Go__s_ls~___~d Objectives <br /> <br />The goals and objectives of the City for the redevelopment of <br />portions of the city may have changed over the years or may include <br />a broader or narrower geographicaJ area for investigation. We hope <br />to affirm or change goals and objectives at this time in accordance <br />with the needs of the City. <br /> <br />2. Conditions of Acqu. isitions <br /> <br />The City will review the procedure and conditions for acquisitions of <br />real property and fixtures. A decision regarding the use of eminent <br />domain powers to further redevelopment goals will be necessary. <br /> <br />3. Development Concept Plan <br /> <br />The Development Concept Plan will require a range of flexibility <br />with respect to the timing of the redevelopment and the type of <br />redevelopment to occur. Since it is unlikely that redevelopment may <br />be executed on all sites concurrently, the City and the firm will need <br />to formulate priorities for orchestrating redevelopment. The type of <br />redevelopment will be dictated by the zoning and land use plans of <br />the City, marketing feasibility study for any future development and <br />the socio-economic needs of the City and its residents. <br /> <br />4. Financing Sources <br /> <br />Federal and state legislation is usually in a state of flux. After <br />tmving researched the status of existing legislation and changes in <br />federal and the just concluded state legislative session, our staff will <br />present the possible legislative tools the City may utilize as financing <br />sources. <br /> <br />5. Financing Alternatives <br /> <br />Based on the review of financing sources, the City and the firm staff <br />can choose the funding alternative or combination of alternatives <br />that will best achieve the redevelopment goals and objectives and <br />satisfy the requirements of the development concept plan. <br /> <br />6.
