That letter <br />agreed with all except one of the City's recommendations on <br />proposed Shorelands. DNR requests that Jeglins Marsh be main- <br />tained as a recreational development shoreland. DNR also <br />recommends that Thorn Lake be included as a natural environment <br />shoreland. <br /> <br />If the City Council agrees with DNR's recommendations, we will <br />proceed with the shoreland map and ordinance. <br /> <br />Central Park Construction: Construction of the irrigation piping <br />system is scheduled to be completed this week. The construction <br />of the well is almost complete with the exception of test <br />pumping· Test pumping should be completed within the next two <br />weeks provided Anoka Electric can install power to the site. <br /> <br />I have contacted Anoka Electric and the transformer for the <br />project is available. Therefore, the complete system should be <br />tested and in operation on or prior to the completion date of <br />June 18, 1984. <br /> <br />Rum River Watershed Meeting: On May 3, 1984, council member <br />Sorteberg and myself attended the Rum River Watershed meeting at <br />Andover, Senator Gene Merriam was present and explained the two <br />new changes in the watershed laws which are as follows: <br /> <br />1) <br /> <br />The county can act as a representative for a city that does <br />not want to be involved in a watershed organization provided <br />the city gives permission to the county. <br /> <br />2) <br /> <br />The deadline for organization of watersheds was extended one <br />year to July 1, 1985. <br /> <br />The cost of a watershed plan was discussed and Merriam stated that <br />Metropolitan Council, DNR and the Water Resources Board can only <br />review and comment on plans. Therefore, the contents of a watershed <br />plan is left up to the individual watershed organization. <br /> <br />The next step will be to have the DNR and Water Resources Board review <br />the boundaries. Burns Township and the area north of Trott Brook in <br />Ramsey may be deleted from the watershed, since they are part of a <br />minor watershed (Trott Brook). Trott Brook is already exempt from the <br />watershed. <br /> <br /> <br />
