I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
i

Amendment No. 1
May 17, 1984
Flintwood Hills Second Addition
Environmental Assessment Worksheet

Based on new information that has become available since the prepara-
tion of the findings of fact dated April, 1984, the following
revisions should be made.

Under Section III, THE EXTENT TO WHICH THE ENVIRONMENTAL EFFECTS
ARE SUBJECT TO MITIGATION BY ONGOING PUBLIC REGULATORY AUTHORITY,
delete the first paragraph on page 4 and add the following:

The major issue with this project is the impact the Ramsey
Sanitary Landfill will have on the proposed municipal well. The
MPCA and the Anoka County Environmental Health have the authority
and then responsibility to monitor the migration of leachates
from the landfill. In addition, the proposed well will be con-
structed approximately two miles away from the landfill with
approximately the upper 300 feet being cased off. The acquifer
to be developed has several confining layers of protection above
it and preliminary data indicates that the landfill is very
unlikely to effect the well. In fact, the proposed well and
other future municipal wells along the Rum River may be required
to provide potable water for residents around the landfill if
their wells become contaminated. (EAW and comments to the EAW.)

Under Section V. Summary of Issues, delete the fifth and sixth
sentences in the third paragraph of A. Groundwater Quality and
add the following paragraph:

Recent test results indicate a change in some of the parameters
tested in the groundwater monitoring program. MPCA has stated
that the test results are inconclusive at this time. However,
additional testing will be done in the near future by both the
MPCA and Anoka County to determine if the groundwater is being
affected by the landfill and if so to what degree.
