Fl~ntwood Hills 1st Addition As requested, I have reviewed the flooding problem in the northeast portion of the Flintwood Hills 1st Addition. I first reviewed the problem on May 7, 1984 after Mr. Lee Dorosh- Walther at 5421 - 142nd Avenue, N.W. contacted me and stated water was seeping into his basement. On May 14, 1984, I again reviewed the problem with you after the City Street Department had been pumping the flood waters. At that time, the flood level had risen several inches. The flooding appears to be caused by high ground water levels and saturated soils. This area does not have a positive outlet and depends on percolation of the surface water to keep the area from flooding. To correct the problem, a positive outlet to the Rum River must be installed as proposed in the City's Comprehensive Storm Drain Study. This outlet is currently proposed to be constructed with the develop- ment of the Holm and Raudio properties. The size of the proposed outlet shown in the comprehensive drainage study is 54 inches. However, with additional protected wetlands in the area, the required outlet may be less than the proposed 54 inch pipe. At the time Mr. Holm was initially developing his property, he petitioned for the relocation of County ditch #43. On September 23, 1980 the Ramsey City Council adopted Resolution #80-119 allowing for the relocation of ditch #43. That resolution required the continuity of ditch #43 including a piping system large enough to serve the specific plat. Based on Resolution #80-119, it is proposed to construct a storm drainage outlet to the Rum River which would provide an overflow for the ponding area up stream of Flintwood Hills Second Addition. This overflow may not be the ultimate solution for the entire drainage district. To determine the ultimate need, a detailed study of the drainage district should be done. Based on previous actions on this project, the City Council has two options available to solve the current problem. They are as follows:
