On May 14, 1984, I again reviewed the <br />problem with you after the City Street Department had been pumping the <br />flood waters. At that time, the flood level had risen several inches. <br /> <br />The flooding appears to be caused by high ground water levels and <br />saturated soils. This area does not have a positive outlet and <br />depends on percolation of the surface water to keep the area from <br />flooding. <br /> <br />To correct the problem, a positive outlet to the Rum River must be <br />installed as proposed in the City's Comprehensive Storm Drain Study. <br />This outlet is currently proposed to be constructed with the develop- <br />ment of the Holm and Raudio properties. The size of the proposed <br />outlet shown in the comprehensive drainage study is 54 inches. <br />However, with additional protected wetlands in the area, the required <br />outlet may be less than the proposed 54 inch pipe. <br /> <br />At the time Mr. Holm was initially developing his property, he <br />petitioned for the relocation of County ditch #43. On September 23, <br />1980 the Ramsey City Council adopted Resolution #80-119 allowing for <br />the relocation of ditch #43. That resolution required the continuity <br />of ditch #43 including a piping system large enough to serve the <br />specific plat. <br /> <br />Based on Resolution #80-119, it is proposed to construct a storm <br />drainage outlet to the Rum River which would provide an overflow for <br />the ponding area up stream of Flintwood Hills Second Addition. This <br />overflow may not be the ultimate solution for the entire drainage <br />district. To determine the ultimate need, a detailed study of the <br />drainage district should be done. <br /> <br />Based on previous actions on this project, the City Council has two <br />options available to solve the current problem.
