Box 67 <br />Anoka, Minnesota 55303 <br /> <br /> I <br />'1 <br /> <br />Dear Mr. Otter: <br /> <br />Reference is made to the closure/post-closure plan for your sanitary landfill which <br />was submitted by you on January 12, 1984. <br /> <br />We have completed a preliminary review of this plan. Our review of this plan <br />indicates the following additional information and/or changes are necessary to <br />comply with the requirements of the Anoka County Solid Waste Ordinance: <br /> <br />Page 3, item 4 relating to final cover should include information concerning <br />specifications for soiI mixing to manufacture the final cover and top soil that <br />is required. <br /> <br />Page 4, item 5 relating to the type of seed mix should be clarified as to <br />whether DOT seed mix number 5 will or will not be used. <br /> <br />Page 4, item 6 relating to certification should include provisions for the <br />submission of a description to the Department for approval before recO'rding <br />with the County Registrar. <br /> <br />Page 4, item 6 relating to certification should delete the reference to County <br />approval based upon the professional engineer's certification. <br /> <br />Page 6, item'3 relating to ground water monitoring points should include the <br />address for the Miller residence. <br /> <br />Page 6, item 3 - some conflict could arise concerning the interpretation of <br />the first paragraph and the last paragraph. The monitoring program should be <br />as set forth in the monitoring poIicy. The specifics set forth in terms of <br />numbers of wells and parameters are related only to the current monitoring <br />program and may not be applicable to the closure and post-closure periods.
