Page 6, item 4 relating to methane monitoring should provide for more <br /> frequent monitoring of the soil probes for migration. <br /> <br />Page 7, item 6 relating to use of the site should provide for greater <br />specificity ns to final use. This is necessary since the specific final use may <br />dictate additional needs in terms of site closure. This is especially true as it <br />would relate to use of ibc site for parkland. If greater specificity cannot be <br />provided at this time this section should provide that plans for any final use, <br />or changes in final use, will be submitted to the County for final review and <br />approval before implementation. <br /> <br />5 <br /> <br />Pages 7 and 8 relate to closure costs. The cost estimate for closure is based <br />upon 10 acres of landfill area requiring application of final cover and related <br />closing work. This acreage is smaller than the existing area which has not <br />been terminated and should be reconsidered. <br /> <br />10. <br /> <br />Pages 8 through 10 relating to post-closure analysis. The estimated costs for <br />annual final cover and turf maintenance seem to be too low. Also this cost <br />should be figured for the five years of closure so that a total figure is <br />available. <br /> <br />11. Cost estimates should include a factor for inflation. <br /> <br />12. An amortization of the cost should be provided based on the remaining <br /> capacity. <br /> <br />13. The plan should address how post-closure financial assurance will be provided. <br /> <br />14. Pest control services should be included. <br /> <br />15. The plan should be signed by the licensee and the property owner. <br /> <br />16. The newspapers in which notices will be published should be specified. <br /> <br />17. The discussion on turf manage'merit should also address specifications for <br /> fertilizer (type and application rate) and irrigation. <br /> <br />18. Provisions should be made for continued operation of the gas venting system. <br /> <br />As indicated above, these'comments are a result of a preliminary review by staff. <br />We will be continuing our review of this matter and will be happy to consider any <br />comments or proposals you may have regarding these items. We intend to request <br />that our consultant and the PCA review portions of this plan. For these reasons <br />there may be some additional items identified which will need to be addressed. To <br />assist you in this matter we will try to be available to meet with you during the <br />week of April 30 -May 4, 1984 to discuss this matter if you desire. Please contact <br />me to schedule such meeting. <br /> <br /> <br />
