CC Regular Session 4. 11. <br />Meeting Date: 09/13/2016 <br />By: Mark Riverblood, Engineering/Public <br />Works <br />Information <br />Title: <br />Authorize Three, 2016 Parks Capital Improvements, and Adopt Resolution #16-09-157 Approving Plans and <br />Authorizing Ads for Bids for Central Park Parking Lot Improvements <br />Purpose/Background: <br />The purpose of this case is to move forward on three of the 2016 Parks Capital Improvements —the first two for <br />final funding approval and installation within two parks; and the third, authorizing bids for the Central Park parking <br />lot improvements. For the parking improvements at Central, these Bids will be presented to City Council for <br />consideration in October, 2016. <br />Notification: <br />Observations/Alternatives: <br />The two projects that are ready for implementation at this time are the drinking fountain (with misting station) on <br />page 96 of the attached CIP document, and the large filtration system for The Draw's irrigation (pg. 104). As <br />indicated, this case would also approve plans and specifications and obtain bids for the expanded parking at Central <br />Park (pg. 97), for construction in 2016-17 pending Council approval in October. The following is a summary of the <br />three 2016 park projects to supplement narrative within the CIP work sheets: <br />Drinking Fountain - Park Trust Fund @ $10,000 <br />The city has been adding a drinking fountain with pet attachment and misting stations to parks with municipal water <br />availability for the last several years, consisting of seven locations. These have been very popular including for <br />joggers and dog walkers. The last year of this 'program' was scheduled to be Bear Park. However, it is <br />recommended that the 2016 addition be Municipal Plaza, across from City Hall, and on the west side of Center <br />Street. The improvement will be well used by travelers along Sunwood Drive, the myriad of dog walkers that are <br />associated with the apartment buildings, the Farmers Market, and of course for future Happy Days events. A <br />drinking fountain may be added to Bear Park in a subsequent year. While the CIP worksheet estimates the project <br />cost at $7,000, staff is recommending a not -to -exceed amount of up to $10,000, as the water supply line may need <br />to come from the city's pump house, necessitating a crossing underneath Center Street. <br />Irrigation Filter System for The Draw - Park Trust Fund @ $25,000 <br />The self-cleaning filter system would remove algae and other material from The Draw's stormwater pond water that is used for <br />irrigating the amphitheater, 7-acre park, ballfield and boulevards. The project includes filter system, controller, custom made <br />cabinet, plumbing, earthwork and electrical. (Please see also the justification' portion of the CIP worksheet.) The filter system <br />will have an estimated pay -back period of 5-6 years in terms of maintenance labor savings. <br />Parking Improvements for Central Park - Park Trust Fund @ $255,000 (to be approved at a later date) <br />This project has been carried forward within the Capital Improvement Program for at least the last 10-years. The essence of the <br />project has been to add more parking, improve the flow of vehicular traffic, and provide a better distribution of parking stalls <br />within the park. Attempts have been made to acquire additional land to the east of the existing park for a parkway, south to <br />161st Avenue, or to expand the park —but have been as yet unsuccessful. The attached plans provide for 70 additional parking <br />stalls, better pedestrian movement (by a trail from the playground and large parking area to the northeast portions of the park), <br />and are consistent with future plans by virtue of elimination of the temporary cul de sac and extension of the parkway at such <br />time as land becomes available to the city. <br />
