OW t hi lon: To work together ko respotibiy grow oar community, and to provide quality, cost -affective, and efckent government tet ricer. <br />CC Regular Session 6. 1. <br />Meeting Date: 09/27/2016 <br />By: Diana Lund, Finance <br />Information <br />Title: <br />Public Hearing and Adopt Resolution #16-09-167 Adopting Assessments for Past -Due Charges on Municipal <br />Utility Bills and Current Services Rendered. <br />Purpose/Background: <br />The City of Ramsey provides varying services that are billed directly to residents through the <br />municipal utility bill and through city invoices. The proposed assessment is made pursuant to the <br />authority granted to the Council by City Ordinance #94-13 and/or Minnesota Statute 429.101 and <br />Chapter 30, Sec 30-3 and Chapter 58 Sec 58-24 of the City Code. <br />This is the eighteenth year that the City of Ramsey will be certifying delinquent payments as <br />assessments to be collected with property taxes payable in 2017. The total of delinquent <br />payments as of the writing of this case was $262,082.68 [which includes penalties and interest]. <br />This amount is anticipated to change after collections through September 27, 2016 are posted. <br />The new amount will be the amount to be included in the attached resolution for certification. <br />Any payments received after September 27, 2016, and through November 11, 2016, will be <br />indicated as "prepaid" when the list is transmitted to Anoka County for certification. <br />Notification: <br />The Public Hearing was posted in the Anoka Union for two consecutive weeks prior to the meeting. <br />Observations/Alternatives: <br />Attached is the resolution certifying the delinquencies and the most current list of delinquent accounts. The <br />residents that are listed on the delinquency list have all been notified via letter from the City. For those accounts <br />where the former homeowner has moved out and left a balance owing on their account, the City follows the policy <br />that all delinquent bills follow the property and not the person. <br />Funding Source: <br />Utility collections fund the respective utility accounts of water, sewer, street lighting, recycling and storm drainage. <br />Recommendation: <br />Recommendation to adopt Resolution adopting assessments for past due charges on municipal utility bills and <br />current services rendered (city issued invoices <br />Action: <br />
