OW t hi lon: To work together ko respotibiy grow oar community, and to provide quality, cost -affective, and efckent government tet does. <br />CC Regular Session 7. 5. <br />Meeting Date: 09/27/2016 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Adopt Resolution #16-09-173 Approving Change Order #1 for 2016 Mill and Overlay Improvements; Improvement <br />Project 16-00 Division B <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to approve Change Order #1 for 2016 Mill and Overlay Improvements; Improvement <br />Project 16-00 Division B. <br />Background: <br />City of Ramsey Improvement Project #16-00 Division B proposed a full -width 2" mill and overlay of the existing <br />bituminous pavement on approximately 0.8 miles of Sunwood Drive between Sunfish Lake Boulevard and the <br />bridge located between 14 th Lane and Krypton Street, as well as the removal and replacement of approximately <br />200 feet of concrete curb and gutter, numerous utility casting adjustments and repairs, upgrades to two pedestrian <br />curb ramps where the trail crosses the "eyebrow" north of Sunwood Drive at the east end of the project, and <br />miscellaneous appurtenant improvements. <br />Mill and overlay improvements are anticipated to extend the life of the pavement approximately 20 years, at which <br />time a second mill and overlay project will likely be proposed. Therefore, as part of overlay projects Staff reviews <br />the existing curb and gutter throughout the corridor and marks sections that need to be removed and replaced due to <br />cracking and failing joints that will allow stormwater runoff to infiltrate through the curb and into the pavement <br />base and subgrade which weakens the pavement base and increases the potential for pavement damage associated <br />with freeze -thaw cycles. This work is then completed by the contractor prior to the mill and overlay process. Curb <br />and gutter also needs to be removed and replaced adjacent to storm sewer castings that are adjusted, replaced, or <br />reset as part of the project. This project included work on over a dozen catch basin castings that called for the <br />removal and replacement of 10 feet of curb and gutter on both sides of the castings. <br />As noted earlier, the plans called for 200 feet of curb and gutter removals to be completed. As the project began, the <br />contractor observed significantly more than 200 feet of curb and gutter being marked for removal. It was then <br />determined that the plans identified only curb and gutter removals adjacent to catch basin castings and along the two <br />upgraded pedestrian curb ramps. The plans included no provisions for curb and gutter removals elsewhere along the <br />corridor. In total, Staff identified 534 linear feet of concrete curb and gutter removals required along the project <br />corridor in addition to the removals needed for catch basin casting work and the two pedestrian curb ramp upgrades, <br />which total 172 linear feet. <br />To prevent project delays Staff negotiated a linear foot cost with the contractor for removing and replacing the <br />additional curb and gutter. The negotiated cost incorporates the necessary additional traffic control, sawcutting curb <br />and gutter on both ends of the removal areas, removing curb and gutter, repairing adjacent pavement damage, and <br />
