Discussion ensued regarding definition of 'out-patient' care and that wording should be added to include half-way h~mes, treatment centers, etc. f. Discussed the sign ordinance and the fact that it has to be totally redone. No need for a definition of sign because it will be defined in the ordinance itself. Chairman Peterson inquired as to h~w enforcement of ordinances is initiated. Mr. Berg replied that Council policy, at this time, is omly to enforce ordinances upon complaint. C(m~nission continued with review of recodification draft. g. Discussion ensued regarding Landscapin9 170.056 (Fencing; B.i) - Mr. Berg stated that this ordinance was copied frc~ other cities and intent is to not obstruct line of sight with hedging and landscape growths. Commission consensus is that this ordinance really has no use in Ramsey. Mr. Berg replied that it will serve a purpose in develot~nents like River's Page 2 of 3
