Motion to recommend to the City Council that each of these three property owners be sent a <br />letter transmitting a copy of the appraisal, advising them of their right to have their own appraisal <br />reimbursed up to a cost of $1,500 and advising them that the City would be open to negotiation <br />for the easement, with staff to determine that $1,500 is the correct appraisal cost. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. (Note: $1,500 is the correct <br />statutory allowance for property owner appraised reimbursement) <br /> <br />Case #6: Consider Petition for Feasibility Study for Ebony Street Improvements <br /> <br />Background: <br /> <br />City Engineer Jankowski reported Tim Holms, former owner of the Superbowl, has retained <br />ownership of the one-acre lot (Lot 3 Block 4 Riverside West) south of the Superbowl. Mr. <br />Holms along with two additional property owners on Ebony Street between 137th Avenue and <br />Riverdale Drive have submitted a petition requesting a feasibility study on unspecified <br />improvements to the street. Mr. Holm, he expressed an interest in extending sewer and water <br />northward from 137th Street to be able to create three urban services lots. Mr. Clemens, owner of <br />Lot 1 Block 1 and Outlot A both of Clemens Addition could plat his outlot as a buildable lot if <br />sewer and water were available. Mr. Clemens has also signed the petition. The third supporter <br />of this petition is the owner of Lot 4 Block 3 Riverside West, Alexander Vulks. This lot <br />currently has a single-family residence, but could be divided if city services were available. <br /> <br />Motion to recommend that the City Council forward the petition for a feasibility study for Ebony <br />Street improvements to the City Attorney to determine if it is a valid petition. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #7: Review MnDoT Proposed Closure of Median Crossings on Highway 10/169 <br /> <br />Background: <br /> <br />Assistant Public Works Director Olson explained Mn/DOT has released plans for the 2005 <br />overlay projects. Highway 10/169 through Ramsey is on the list. He explained they are <br />proposing to close the following median crossings between signals: <br /> <br />· Tungsten Street <br />· Feldspar Street <br />· Llama Street <br />· Midway between Traprock Street and Armstrong Boulevard <br />· The crossing west of Beatty Street <br />· The crossing at the west end of the weigh station <br /> <br />Staff supports the closure of these median crossings as discussed and suggests MnDOT host an <br />open house to present this to the public. <br /> <br /> <br />
