modification would utilize concrete islands which would allow left tums from TH <br />47 onto 142nd Avenue, but would prevent left tums from 142nd Avenue onto TH <br />47. Left turning movements from a side street onto a major roadway are <br />considered more hazardous than the reverse movement. This modification would <br />not affect the ability to get into Rivers Bend Plaza. <br /> <br />Motion to recommend to the City Council that a signal warrant study for the intersection be <br />conducted, and that an analysis be prepared by MnDOT of how restricted left tums onto the <br />highway could enhance safety. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #4 Alpine Woods Trunk Charges <br />Background: <br /> <br />This case was ratified upon approval of Alpine Woods development agreement at the June 22, <br />2004 City Council meeting. <br /> <br />Case #9 Review Policy on Placement of Temporary Signs <br /> <br />Background: <br /> <br />This case was ratified at the June 22, 2004 City Council meeting. <br /> <br />Case #5 <br /> <br />Receive Appraisals for TH 47 Trail Acquisition <br /> <br />Background: <br /> <br />City Engineer Jankowski explained at the present time a trail has been constructed along the west <br />side of TH 47 from the northern boundary of River Pines 5th Addition to Alpine Drive except for <br />a 233-foot gap associated with a single parcel. In addition, the City controls all necessary right- <br />of-way to enable this trail to be extended north of River Pines 5th Addition to Elmcrest Park with <br />the exception of two parcels. At the January 13th, 2003 Council meeting staff was authorized to <br />obtain appraisals for these three parcels. Below is a summary of the appraised values of the three <br />parcels: <br /> <br />· Parcel 1 15700 St Francis Blvd Prokopio $5,400 <br />· Parcel 2 15910 St Francis Blvd Geving/Dargavel $6,200 <br />· Parcel 3 15916 St Francis Blvd Miller $8,950 <br /> <br />The next step in acquiring these easements would be to send a letter to each of these three <br />property owners transmitting a copy of the appraisal, advising them of their right to have their <br />own appraisal reimbursed up to a cost of $1,500 and advising them that the City would be open <br />to negotiation for the easement. <br /> <br /> <br />
