to 30" pipe in the future. Inspection of the line under Ramsey Boulevard indicated that the pipe <br />had a 6" sag between manholes. Ramsey Boulevard will be reconstructed in 2005. The <br />contractor had to dewater to install the new pipe for Ramsey Town Center that connects to the <br />existing manhole. The contractor has the equipment and pipe onsite at this time. It seems <br />logical to replace the pipe under Ramsey Boulevard now while the contractor is onsite and <br />before the street is reconstructed rather than come back and dewater in 2005 for a short length of <br />pipe. There is additional 27" pipe on the east side of Ramsey Boulevard that will need to be <br />replaced in the future. Replacing this section of pipe now will eliminate the need to dig into the <br />newly reconstructed street. <br /> <br />Motion to recommend that the City Council approve of Change Order #1 to Improvement Project <br />#03-29 in the amount of $16,847.20. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #3 <br /> <br />Review Status of TH 47/142na Avenue Intersection <br /> <br />Background: <br /> <br />City Engineer Jankowski stated in light of the recent fatality at the intersection of TH 47/142nd <br />Avenue it is appropriate that the recent history of this intersection be reviewed and that the City <br />consider alternatives for its modification. This segment of TH 47 had a daily traffic volume of <br />18,500 trips in 2000. There have been a total of 25 accidents over the ten-year period between <br />1993 and 2003 (data is missing for 2001) or an average of two or three accidents per year. <br />Records for this period show a high of six accidents in 2000 and a low of no accidents in 1994. <br /> <br />MnDOT has control over TH 47 and has held firm to their position that traffic signals will only <br />be installed subsequent to the intersection meeting one of the eight possible technical signal <br />warrants. <br /> <br />City Engineer Jankowski advised the City might wish to consider encouraging MnDOT to <br />pursue the following modifications to this intersection: <br /> <br /> Extend center median through 142"a Avenue <br />This modification would result in the safest condition possible at this intersection since it <br />would eliminate all conflicting turning movements. This change would also have a severe <br />impact to the River's Bend Plaza which is still acclimating to the median closure on CR <br />1.16. <br /> <br />Pursue signalization of the intersection <br />This modification could provide the opportunity for protected left turning <br />movements from TH 47 and would allow controlled access from 142nd Avenue. <br />The negative aspects of this modification could include additional congestion on <br />TH 47, and delayed access from TH 47 onto 142nd Avenue, particularly at off <br />peak hours. <br /> <br />o <br /> <br />Restrict left turning movements onto TH 47 <br />This was one safety consideration suggested for consideration by the design <br />engineers at the time of the 2000 TH 47 project plan preparation.
