Eyler, P.E., Vice President <br />Douglas Rasmussen, Senior Traffic Engineering Technician <br /> <br />November 3, 1999 <br /> <br />TRAFFIC SIGNAL WARRANTS ANALYSIS FOR TH 47 AT 142ND AVENUE <br /> <br />As you requested, we have reviewed and analyzed the need for installation of traffic sig-nal <br />control at the above referenced intersection. The following comments are offered for your <br />consideration: <br /> <br />Traffic Data Collection <br /> <br />In order to perform the evaluation, 48-hour approach traffic volumes were collected by SKF <br />Consulting GroUP, Inc. during the week of September 27, 1999. In addition, a.m. peak hour <br />turning movement counts at the TH 47 and 142nd Avenue intersection were collected by SKF <br />Consulting Group, Inc., on October 8, 1999. During the a.m. peak hour, the amount of traffic <br />diverting from 142nd Avenue (east of TH 47) through the River's Bend development parking lot <br />was also counted. The amount of cut-through traffic during the a.m. peak hour was estimated at <br />between 40-50 vehicles. <br /> <br />Existing Conditions <br /> <br />Trunk Highway 47 is currently a two-lane section roadway, with exclusive right-turn lanes <br />provided on each approach to 142nd Avenue. The existing traffic control at the TH 47 and <br />142nd Avenue intersection includes unsignalized side-street stop control on the 142nd Avenue <br />approaches to TH 47. The posted speed limit on TH 47 is 45 mph.
