Steve jankowski - 2 -

November 3, 1999

Traffic Signal Warrants Analysis

The existing hourly approach traffic volumes at the TH 47 and 142nd Avenue intersection were
checked to determine if existing traffic volumes meet the warrant requirements for traffic signal
control installation. Based on results of the traffic signal warrants analysis, the existing traffic
volumes at the TH 47 and 142nd Avenue intersection meet the warrant requirements for
Warrant 2 -- Interruption of Continuous Traffic. Please note, the minor-street volume threshold
to meet Warrant 2 is 70 vehicle per hour for eight hours. The actual minor-street volume ranges
from 83 to 70 vehicles during' these hours; therefore, barely exceeding the required threshold.
The existing traffic volumes did not meet any hour for Warrant 1 -- Minimum Volume
Requirement, nor any other warrant.

Conclusion

' Ti~-e "intersection ba~ely' nTl~et~S-'Warrant 2, and meets no other warrants.: However, drivers find
iht'ed:fi ~" so'ritl:ib'6~{iq'd' TH ~5 at 142h-a' ~-~4i'~'"i73-b~-"difficul't- dufin'~' tk~Tm, peak period. There
were 40 to 50 vehicles that were obse~ed cu~ing t~ough the parking lot located southeast of the
TH 47 and 147d Street intersection. These vehicles were avoiding the delays for ~ming le~
onto TH 47 and were headed for CS~ 116. The question remains as to how much of the traffic
using 142"~ Street would dive~ to the CS~ 5/~mo intersection ~er those sisals are
installed.

Should you have any questions or comments concerning this study, please contact us.

DRE/DR/bba

Attachments

CC~

A1 Pint, Mn/DOT
Mike Gerbensky, Mn/DOT
Wei Zhang, Mn/DOT

K:kPlan-Tr alX2960.Tklan kowski - l 1-3-99.doc
