right-of-way fbr Sunwood Drive as requested by the City. This additional right-of-way will <br />allow for proper maintenance of the sidewalk and streetscape along Sunwood Dr. <br /> <br />Payment of stormwater, sewer, and water trunk fees will be required prior to release of the plat <br />fbr recording. <br /> <br />Pursuant to the Master Development Agreement between the City and Ramsey Town Center <br />LLC, a separate parks agreement between the two parties have been agreed upon. The Park and <br />Trail Dedication Agreement stipulates that land and cash payments will be made to cover the <br />Park Dedication and Trail Development obligations by Ramsey Town Center. Therefore, no Park <br />and Trai! Dedication or fees are required as part of this plat. However, Ramsey Town Center <br />LLC has not executed the Park and Trail Dedication Agreement. Without the executed <br />agreement from Ramsey Town Center LLC, the City will require an escrow in an amount equal <br />to normal Park and Trail Dedication fee amounts prior to the release of the final plat for <br />recording. Once the Park and Trail Dedication Agreement is executed by Ramsey Town Center <br />LLC, the City will release the escrow for Park and Trail Fees. <br /> <br />As previously mentioned, this development will still need to receive final site plan approval <br />prior to issuance of a building permit and plat release. The final site plan will review the <br />outstanding issues related the development including landscaping, the grading and drainage plan <br />including the use of an innovative stormwater management techniques, utilizes, and street <br />construction. A secondary development agreement will also need to be approved at that time. <br /> <br />Recommendation: <br /> <br />Staff is recommending approval of the final plat contingent upon compliance with City Staff <br />Review Letter dated July 9, 2004, final site plan approval, and the Applicant entering into a <br />Secondary Development Agreement with the City. <br /> <br />City Council Action: <br /> <br />Motion to adopt Resolution #04-07- <br />Center 4th Addition. <br /> <br />approving the final plat of the Ramsey Town <br /> <br />Reviewed by: <br />Assistant Public Works Director <br /> <br />CC: 07/13/04 <br /> <br /> <br />
