Town Center 3rd Addition - Site Plan/Comer Retail ' <br />July $, 2004 <br />Page 4 of 6 <br />trees should be positioned along the western property boundary where there is still ample <br />pianting space and they will satisfy the public road frontage requirement along Arn2strong Blvd. <br /> <br />There is one concern regarding the location of one of the evergreen trees. In the southwest <br />corner, near the prescription drive-thru, there is a conifer shown adjacent to the row of ten (10) <br />parking stalls. As this tree matures, the Iower branches may obstruct the view of patrons that are <br />backing out of the adjacent parking stall or could damage a vehicle. It is recommended that this <br />tree be substituted with a deciduous overstory tree. <br /> <br />A revised landscaping plan should be submitted. It should include the additional trees as <br />required under City Code as well as provide details regarding the proposed species. At a <br />minimum, the species palette must include the common name, Latin name, and size of each <br />species. As a final note, those buildings that are constructed at a later time must comply with the <br />landscaping plan that receives final approval by the City. Any deviations must receive approval <br />from the City prior to the materials being installed. <br /> <br />Access: The sketch plan approved by the City Council on May 11, 2004, showed one access on <br />the south side of Sunwood Drive, west of Zeolite Street and said access aligned with the <br />proposed access on the north side of Sunwood Drive. One public access and one truck access <br />was shown on Zeolite Street. The Interim Streetscape Plan prepared by UT,.S and dated July 7, <br />2004 shows two accesses on the south side of Sunwood Drive and the westerly access is offset <br />approximately 65 feet fi'om the access on the north side of Sunwood Drive. The westerly access <br />on the south side of Sunwood must be corrected to align with the north side. And, the second <br />access on the south side of Sunwood must be eliminated in accordance with the approved sketch <br />plan, as access to Municipal State Aid roads shall be limited. The plans now show an additional <br />public access on Zeolite Street, adjacent to the truck access. This second public access on <br />Zeolite should also be eliminated from the plan tbr public safety reasons because of its proximity <br />to the truck entrance and the comer intersection of Zeolite and Civic Center Drive. <br /> <br />Building Height: The TC-2 District states buildings must be 1 -3 stories in height. The proposed <br />structure is one szory and theretbre meets the height requirements. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be stored wkhin a. <br />completely screened structure or container. The submittals are deficient of this requirement and <br />must be modified accordingly. <br /> <br />Parking St:mdards: Since there will be shared parking on the entirety of Block t, the parking <br />requirements lbr Lot 1 and 2 will be reviewed in total at this time. City Code states that 4 <br />parking spaces are required for each 1,000 square feet of retail space and 5 spaces are required <br />~:br every i,000 square feet of restaurant space. There is ultimately 92.000 square feet of retail <br />and 8,000 square feet of t'estaurant plam~ed ~'or Lot 1 and 5,000 square feet of retail proposed <br />Lot 2. This equates to a minimum of 428 parking spaces (40 restaurant and 388 retail). The <br />preliminary site plan indicates ttmt approximately 45I spaces will be provided. City Code also <br />states that a development cmmot exceed parking stall minimums by more than 25%, the site plan <br />is providing an additional 23 parking stalls, which is only a .05% increase.
